The levels

1. Open the first district

   Predict the tens digit, build 34 from tens and ones, observe the readout, and explain that position determines value.

2. Raise the hundred hall

   Build 206 and preserve the empty tens place as visible evidence for zero's role.

3. Light the thousand beacon

   Extend the same place-value structure to 1,407 and compare all four column values.

4. Power up the merge crane

   Predict and enact the trade from 1 ten and 10 ones to 2 tens and 0 ones while preserving 20.

5. Decode the master blueprint

   Transfer between expanded form and a four-column build by making 3,042 from 3,000 + 40 + 2.

6. Price the tower floors

   Distinguish the digit 8 from its value 800 in 5,824, then build the complete number.

7. Restore the silent floors

   Translate six thousand and nine into 6,009 while preserving two internal zero placeholders.

8. Read every blueprint part

   Compose 4,675 from 4,000 + 600 + 70 + 5 and connect each addend to one tower.
